The Center for Environmental Security Law Research is an interdisciplinary scientific and research unit at the University of Łódź established to conduct in-depth analyses, research, and expert opinions in the field of environmental law and broadly understood environmental security. Our mission is to support sustainable development by advancing legal knowledge and promoting solutions that favor environmental protection and ecology.
Our goals and tasks
The right to environmental safety guaranteed by public authorities is enshrined in Article 74(1) of the Constitution of the Republic of Poland of April 2, 1997 (Journal of Laws No. 78, item 483, as amended). Despite the long-standing validity of this provision, the concept of environmental safety, its perception as a subjective right, and the resulting right to environmental protection remain under-researched and continue to provoke numerous disputes in academia. At the same time, it cannot be denied that the issue of ecological safety and environmental protection is becoming increasingly important in public debate and is increasingly becoming the basis for specific expectations of citizens towards public authorities, for example in the field of climate protection and air protection. This discussion, as well as the resulting scientific research and attempts at legal regulation, are taking place at the international, European, and national levels. The intention of the founders of the Center for Environmental Security Law Research is to actively participate in these activities.
The Center conducts research and scientific activities, research and development, services, training, and promotion. The tasks and objectives of the Center include, in particular:
Serving as a platform for the exchange of experiences and interdisciplinary and, where possible, cross-border cooperation in order to identify promising areas of scientific research in the field of environmental safety law (including its effectiveness).
Serving as a forum for the programming and coordination of scientific research, including the acquisition and implementation of research grants (domestic and foreign).
Conducting research on legal regulations concerning environmental protection, climate change mitigation, and environmental security.
Commercialization of scientific research and offering commercial consulting services.
Preparation of expert opinions and legal opinions for public institutions, non-governmental organizations, and the private sector.
Consulting for legislative and administrative processes.
International and domestic cooperation with research centers, public administration, and social organizations.
Organization of conferences, seminars, and workshops on current challenges in environmental law and ecological safety.
Education and dissemination of knowledge about the legal aspects of environmental protection and building environmental awareness in society.
Promoting the results of ongoing research.
Promoting the principles of sustainable development and environmental responsibility.
Scope of our activities
The Center conducts research in the following areas, among others:
environmental and climate law,
water, forestry, and agricultural law,
crisis management and environmental disaster response law,
energy law in the context of environmental protection,
international environmental law,
criminal law in environmental protection.
Cooperation
We are open to cooperation with academic institutions, government and local government administration, and non-governmental organizations. We believe that effective environmental protection requires dialogue and joint action by many sectors.
Center bodies and personnel
In order to implement the tasks and objectives outlined above, the Center's bodies were established - the Center's Executive Committee, composed of the Center's Director, Deputy Director, and Secretary General, as well as the Center's Program Committee, which is to support the Executive Committee primarily as an advisory body and initiator of the Center's activities.
